School Workforce Census Fixes and Updates

• Additional Payments Start and End Date not displaying for customers using the Workforce Parameter ‘Payroll History’ — Start and end dates for additional payments now correctly output into the XML submission file where Workforce Parameter is set to Payroll History.
• Staff members on contracts of less than 28 days not displaying at staff level on Census submission — Staff members on contracts less than 28 days that have In Statistical Return selected on the HR Record, now included in the Census return.
