This view exposes the rows in TFWriteOutDetails that represent the user's instructions to write out time when they originate from the fees ledger.
Columns are as for idvWriteOutDetails. Typically the time reference is redundant in this view, but using select * minimises maintenance if further columns are added to the base view.
